Doors are left open to entice people in to a warm nicely lighted atmosphere. Light music helps but not blaring as that tends to put people off. Pretty, warm, pastel colors help too.
The shops are warm to keep you in there because you sure will not buy if you leave! The shops are also hoping for an impulse buy.

A case that I know of personally. The 72 yr old lolliepop man walked off the road having done his bit. For no known reason he decided to turn round and walk back out again. My mate was on his motorbike and moved off as the old boy vacated the road. As he wandered back into the road my mate swerved to miss him and ploughed head first into a bus shelter and died in hospital later.

There are too many charges for the poor. A pre payment meter costs money to be fitted and there is a weekly charge. Now people on pre payment must pay up front for electricity so the companies get their money prior to even selling the products of Gas and electricity. Then they want a standing charge for pipe infrastructure costs.
So a fiver for a prepayment card gets very little heat until the charges are paid then the ratio tilts.
You would think that pre payment folk would get the best deal when in fact they get the worst one.
Go back onto payment by bill then I hear you shout. Sure all you need is the cost to take the meter out about £60 and a £200 deposit up front so if you are on a meter then you are captive.

I still don't care ! I have everything that I need already inside and it can snow for three months so I suppose, in a way, I am lucky. I do not have to go out at all.
Industry will suffer with more people taking days off as they can't get to work or catch the flu. Grit and salt will run out despite all of these warnings. Did you know that there is only one place in Britain produces the road stuff. They also sell to Europe. It can be seen from the M6 motorway in Cheshire.
The train service will shudder to a halt and if it freezes the roads will be like a skating rink putting the public service buses off too. Cars will turn into dogems and hit and just miss each other, slithering over lines in the road that no one can see for the snow.
People will be upended on icy pavements but shopkeepers are afraid to sweep the pavements incase they are blamed for any accident and so have to leave well alone, crazy.
So it's going to be another bad Winter, okay fine.
