Are they gonna put padlocks on all the bins? Anybody can put anything in anybody's bin at any time. What about multi stories where rubbish goes down a shute into a huge bin?
So to get back at someone for revenge you can dump the wrong kind of rubbish in their bin and then phone the Council!! Will DNA samples be taken to define who's rubbish is whose?
What if your bin blows over in a gale and some good hearted soul puts the rubbish back the wrong way due to colour blindness or whatever then who gets the fine?
