Remember that all pavements should be kept in a state "fit for purpose." In orders words that yo are ale to walk normally on them. If a pavement is blocked, frozen, untreated and therefore unsafe and you have a fall then you should be making a claim against the local authority responsible.
If a shop keeper has washed windows and made the pavement a skating rink over night then you may claim them too.
