Shrub can only go to his ranch in Paraguay and nowhere else, outside of the USA. Paraguay does not have a repatriation agreement with the USA. Cheney and all of the other criminal cabal are under threat of possible arrest should they leave the USA.
The Bilderbuggers had to head to the airport, half way through their meeting, in Switzerland, as moves were afoot to have some of them arrested, on the Monday. They got wind of it on Sunday and bolted !!! This is the end of any future Bilderbugger meetings in the future. Teleconferencing is their only way now.
