More and more criminals are using children, Fagan like, to commit crimes and bring home the goodies, probably, as a game or more sickeningly to avoid beatings or just for attention seeking. They get a pat on the head and a sweetie just like Pavlov's dogs!
Criminals have realised that like the chimney sweeps of the Victorian era, young boys and girls are small enough to get into narrow,small areas. They can crawl down ventilation outlets and kick of a wall grill and open an office door while the adults sort out the alarm system. If caught ,as they are under 10 years of age the there is no case. Over 10, they are more than likely to be reported to a children's panel which means a day out, dress up in their best school uniform and nothing more.
If it can be proven that they were trained and doing these offences, at the behest of others, then why not, just charge them, with the crime, as if they had carried it out.? it would need a change in the Law but what a vote winner it would be for the party which proposes it !!
