This sounds a great idea in theory but in practice it will mean very little. When these machines began to appear most shops closed at 1800 hrs and garages sold petrol and not everything under the Sun!! They sprouted up all over the place. Some shopkeepers even fitted them in their doorways to gain a bit of extra income.
Then, as shops began to open until 2300 and garages opened all night selling nappies, newspapers, bread and cigarettes the machines began to disappear. As prices rose it became costly to refit machines to give the right change and packets with 18 instead of twenty began to appear.
so if folks ran out they just popped in to the nearest shop or out of the pub to go next door. Publicans eventually gave up selling cigarettes as most had a supermarket near them. some put a machine in but most just did not bother. So having them disappear, completely, is really no big deal, although it is being trumpeted as a great leap forward like it would be in North Korea !!!!
