Man steals $1 to receive prison healthcare

An unemployed man handed a note to a bank teller in USA claiming that he had a gun and that she was to give him a single Dollar. When she complied he told her that he would be sitting on a chair, in the Bank, to await arrest!! He had decided that health care would be available, free, in jail and he went for it.
Have thinks really sunk to this level in the USA when a person must go to prison to get health care??
This reminds me of incidents from my youth in Scotland. Many years ago before we had decent social care for our folks some alcoholics, who could not cope with budgeting in any way, would sleep rough as they were evicted for non payment of rent. They would sleep in barns, old cars, garden sheds or anywhere for shelter. Well the Winter's in Scotland can be very cold with minus temperatures very common. So these guys would be drunk and wandering about the town centre, going to the public library and in and out of shops, just for a heat. When it came nearing shop closing time, Fridays being most popular, they would smash a shop front window and sit down to await arrest!! When in the police station over the weekend, while awaiting a Court appearance on the Monday morning, they would receive three meals and access to washing facilities. It would be warm and obviously very secure!!
On the Monday morning, at Court, upon pleading guilty, they would happily receive a 30 day or sometimes a three month sentence to be served in jail where they were fed washed and received health care, deloused and cleaned up. When they came out they would have some money and sometimes new clothing from a charity.
Each Winter as it got colder the usual suspects began to turn up in the Main St., and shop manager's eventually started to run out and offer them money to go break somebody else's shop window as insurance costs were sky rocketing due to their previous endeavours. You've got to titter, but these guys really had a great idea doing this for their own good. so word got round that cash for NOT breaking windows was available and they would go in and tell the Manager their plans for the window!!! They would be given food, old stock clothing, shoes as they moved from shop to shop confronting each Manager. It all worked very well up until the year that a relief Manager called the police and had one of them charged with extorting money by threatening behaviour. This got the guy a heavy sentence and his mates then smashed the store window on a weekly basis after that in revenge.
These men were in their 50's and 60's and eventually they died off and windows were safe.
I am glad to say that social care also improved and this situation cannot arise in Scotland any more.However, it appears that America could learn some lessons from us and spend more on health care and social needs of the poor rather than going round the World stealing other folk's OIL by force on the slimmest of pretexts.
