Even though a mobile phone is switched off it still sends out an ' I'm free and I'm here signal.' The microphone of a phone can be set to transmit, even when switched off. Webcams can activate too. These are then listened to and watched by outsider folks who insert programs to do their bidding. Webcams with voice are pretty easy targets.
The only safe thing to do is disconnect them from a power source. unplug webcams and take out phone batteries. Interrupting the signal like these folks have done, don't work, as the phones/cams operate on microwaves which can go through stuff.
Leave your phone switched off for ages, difficult I know, but try it. The battery runs down !! So what is it doing??? Now you know.
