Only recently have national insurance numbers been issued at birth. Previously, they were issued at school leaving age, so pick a young child depending on the age of the crook.

Go to the public library and check the voter's roll, available, free, to the public, for inspection. Find the real or suitable possible parents. Then go to the Registrar of Births office and give the details saying that you've lost your birth certificate. You give the child's name and the parents address details. No I.D is legally required!!! For a small fee you are issued with a copy of the dead kid's birth certificate which can then be used to obtain a British passport.!!! Pass a driving test for further photo ID and you may then open bank accounts and be that person getting Credit cards too. Deaths are never cross referenced with births.

A national Insurance number can be tricky. However by making a statement that you were out of the country for long periods or a member of the traveller community or some other story you can normally get one issued.

Now that children are issued them at birth you may say that you have lost the details and get one that way. This opens up the whole plethora of Social Security benefits available.

By renting a flat and putting your 'detail's' on the Voter's Roll, then hey presto you are that person and living there which gives you a base. As you have,obviously, not had credit facilities prior to this, you may then apply for Credit Cards as you are automatically deemed to be credit worthy if you have no Court actions etc., against your name. You can tell the card company that you are self employed, married with kids which shows roots planted and you have a base. Then default and move to a new flat and start again!!!! The credit industry charges such high interest rates as they are being robbed blind using the above system or similar. Spooks have been doing it for years running false ID's for their undercover folks to take up!

It is now being done to rent flats and run them as hash farms, benefit post boxes and credit card delivery addresses. Nowadays most of it can be done online with nobody ever having to go near an office anymore.
