The main problem is the cut backs in the Civil Service. Departments like benefit cheat investigators actually save the country money and are therefore, in my view, productive. But these departments received cuts in across the board culls of Civil Servants. Sure, cuts were needed, but a bit of thought should have gone into where the axe would fall.
