Why are they continuing spending millions, if the thing don't work? Of course it does. They are determined to 'own' the weather, all over the Planet, for their own aims and uses. The Americans have a huge HAARP base in Alaska.The Chinese have a similar system, named 'Mandarin' and no doubt, the Russians have one too, probably hidden away in Siberia.
I have never been able to understand why dry low rainfall countries allow their people to starve and die in agony when they have loads of sea water round a lot of their coasts. Desalination plants can be built, which will extract the salt from sea water, pretty easily. They could be run on either or both solar and water power. The water could then be used for irrigation of the desserts and provide crops to feed their people. Sure, I suppose that they are expensive to build, so are oil refineries and the plants are very similar.Most of these countries have oil sales income and they only need to be built once. Surely, the water provided, would be greatly beneficial. Or do they just not want more people? Nobody has ever provided me with an explanation as to why not??
