Are NYPD using the London Met Police game of kettling, where you cram a crowd into a side street and refuse to allow anybody to leave. The crowd get bored and lose their head of steam and eventually are let go after being photographer and face recognised. They could even be using Facebook, to track and identify, from pictures, as it is all public domain and anyone can look.
