Japan is really suffering now. All of these people missing and probably more as time moves on. It looks like two nuclear plants are in a bad way and Tokyo has about 4 million homes without electricity in near zero temperatures. There is much damage to older buildings but Japan had evolved a very strict building code for new buildings from some years ago when they had their last big quake in Kobe.
They favour vertical evacuation with people moving to higher floors letting the wave slosh about in lower floors until a new water level is reached. They say it is better than trying to empty buildings onto already clogged street and having them join in the rush to get home or out of town.
