Police officers have used computers many times, over the years, to check up on details of stuff either for themselves or for third parties. In the past a car dealer could phone a cop and get a car's registration checked to see if it is stolen. Now there are companies which they can phone. Checking who owned a cherished number plate was another one. The owner could then be approached to sell he plate to a dealer. Police officers were given a personal entry code which logged their enquiry to them, in order, to cut out a lot of abuse of the system. So they just used someone else's code!
