The only growth that I saw, the last time that enterprize zones were in vogue, was an increase in the civil service to process all the forms, tell people that they don't qualify and then burn the forms. Job done. Nobody has the money needed to tool up for a new manufacturing idea from scratch. No venture capital is available to joe sixpack in his shed in order to expand into his garden never mind build and furbish a new factory!!
