I've been saying this for years ! Have huge car parks on the edges of cities. Hire out electric carts or push bikes for city travel. Only buses, preferably trams and taxis to be allowed in the cities along with disabled drivers.
Deliveries to shops and cleaning to be done at night when quiet.
