Well if the Arab League agree, I'm sure that the UN will issue a mandate. Hence Uk keeping two Nimrods from the scrap heap to act as airborne command units. The Nimrod can stay in the air for long hours with 15/20 crew/techies on board and be refueled mid air. Both could work, overlapping, from Gibraltar, very easily
