Now the big problem will be clearing all the rubble and searching for bodies. Then they are back to the same blank sheet of paper that planners had after WW2. They can now build safe housing. The Yakusa will be ready to move in and take their cut of protection and share of corruption. Foreign workers will flock there to work. If I was a 20 something JCB Operator, joiner or plumber I would be on the first plane. This will take ten years to sort out, at least, as I see it. Of course plans will be fast tracked through the planners. The regulations will be strict.
Temperatures are near zero in Japan and things will not be easy hand searching among the rubble. When the machines come in to clear the places it will become easier. The major damage is easily accessible and all it will take is 247/7 convoys of rubble dumping trucks rubbling along the cleared main roads. A boom time for haulage contractors and criminals too.
