I think that they are on very shaky legal ground with this proposal. Certainly you can demand that they are switched off. However the phone is the legal property of the child or possibly a leasing firm who rents the phone to the parent's of the child. So, if the child says certainly I'll switch it off, but your are not having it, then I think that is as far as it can go.
To search a child's phone is even further out of bonds then taking it from them. If searches were only carried out on some and not all then that could be seen as selective scrutiny which is a Human Rights violation.
