Common purpose is a pressure group who roam about in the corridors of power of your local council right up to the highest civil Servants in the land. They provide training courses, for fat fees, which are no more than indoctrination seminars into their methodology.
Their ideal is to get all civil servants and advisors to act in the same way and to have a "common purpose" in all that they do. Through these people this group hope to influence the bosses/ministers of the future, into the same way of thinking and doing things. In which case more exact predictions can be made, if all the people involved are 'singing from the same hymn sheet.'
They are concentrating on the younger movers in the hope that as they move up the ladder, over time, into positions of influence and/or power, they will all have similar goals .
