If there are no road makings as well as a yellow box then the box is empty. The road must be marked to show the car passing one mark and then a second. Then time interval is taken and a speed worked out.
As the road markings must be on level ground there are few places where they can be put down and measured precisely so they haven't bothered to try.!!
