Sorry but chasing a junky gunman, who has tried to fire a gun, out into a public street, in panic, was not a bright idea !!! He could have shot 13 people! Containment is the answer!!
Far better to casually ask him 'what do you fancy in this next race?' While he is working that out, wallop him, very hard !!! Find a heavy fire extinguisher and contain the situation by walloping him, again, twice !!!
