It appears to me that the guy just ain't honest and wants to hang on to power by any means whatever. So I don't see him staying in the country which he probably has robbed. Maybe it is a very clever plan to keep him there until the new Government found out just how much that he may have stolen and salted away. Then arrest him.
If he bails out, I am sure that it will be to a country which has no extradition treaties with the Ivory Coast. perhaps this is why he is still there. Nobody will take him !!!!
