Open prisons always have been a stupid idea ! Prisoners are allowed to come and go pretty much as they please. They are searched when returning but mainly contraband is thrown over the fence and retrieved later.
Mobile phones are everywhere and some criminals run their old and new "businesses" from their new "office."
