Oh please how is this going to be enforced? Utterly impossible to police. Does the car only go for 2 hrs and then stop! Where, in the fast lane of a motorway? There may be four drivers in the car who are perfectly willing to swop round. They could be in a company car, insured for all of them, instead of taking four cars. But they would have to swop every 2 hours tired or not as the car will 'stop.' Will every single driver have to have a log book and a time stamp on the ignition system? So logbooks of people not driving ,today, can be used. Taxi drivers have opposed logbooks for taxi drivers for years. When they need money they do a double shift and their are no regulations to stop them.
The cost of the equipment to be fitted on to old or new cars would be crazy. I think that somebody is flying a kite here to judge public opinion.
