China and Iran have been dealing with each other for some time. Iran ,very cleverly, allowed China overfly permission in Iranian air space. That was a great move to thwart Israeli bombers and/or American bombers dropping from high altitude and perhaps hitting a civilian/military plane lower down, of a neutral power.
Neither could missiles be fired for fear that they would lock on to a neutral civil or military plane (s) The main neutral power flying would now be China and it would not be wanted to drag them into a World War 3. Better to let sleeping tigers doze away quietly and don't prod them with a stick, or a cruise missile !
