Pot is available at any time and anywhere in the USA. From small time dealers who sell enough to get their own for free to the big time 'tonnes at a time' warehouse people who break down bulk into smaller packages.
Now if America were to legalise a certain quantity of Hash for social use which can be bought, clean, from a local chemist, then it takes it out of the hands of dope dealers who want to sell you a bigger variety of their wares!!!
In addition there would be taxes involved which can't help but do good for the USA at present. They must be desperate for new income to come from somewhere as every other source has been milked almost dry !!
