There is a saying in economics, 'guns or butter' which means that a country may choose to manufacture munitions and armaments or general domestic items.   The game is to strike a balance.  Going one way or the other leads to stock piles and waste, unless you can sell the stocks.

America is most definitely on the guns side of the see saw. They must sell guns. To sell them they gotta have wars,all the time.!!  The biggest customers are the American forces. So huge borrowing has to take place for America to buy from itself !!

By instigating Wars, to use their toys, the body count, inevitably rises. So wars between others must be organised to sell to both sides!!! Enter the surrogate armies.
