Sadam had gone mad and had delusions that he was a World leader. He was beginning to say 'no' to American orders, although they had put him in power. He had to be sorted and Iraq brought back into the Club Vegas.
The military complex was propping up the economy, at home, having had various Wars. They were therefore the shot callers. A reason to invade Iraq was needed. Enter 9/11.
As that issue could not really be proven to have been Iraq, they received a nod and a wink to invade Kuwait over old border issues. Weak, but added to the anti Arab fervour, it was enough. Oil and a base, from which, to attack Russia or more likely China, much later in time, as the end game, also made it look good. As a side issue there were some tasty historical trinkets, in Baghdad, to plunder. The economy,too, would gain and there was also the feel good factor inside America.
