Things like this happen all the time. Some police officers make up Laws as they go along and try, normally succeeding, to bluff the public. People are unsure and assume that the officer is telling the truth. They have no wish to appear in Courts and just give in.
In this one, the driver, only, not passengers, of a motor car must give his details. There is no need to carry documents, yet. A cyclist ain't motorised and so he/she don't have to say anything at all.
