I don't see why not. Iran is a short drive away from Russia and during their crazy days of the 'Stans gaining Independence and Russia collapsing all sorts of kit just disappeared from the inventory of the Russian forces.
Iran could have bought Nukes, at that time, from the Russian Mafia or from disaffected generals, out to make some pension fund money, to retire to their Black Sea holiday homes!!
