Can't blame the Landlord here. It is a normal clause in a lease that the tenant should heat the home to avoid Winter damage. His place looks a tip anyway and that would also justify eviction.
Oh and Gas central heating is no good either because it needs electricity to start the system, apart from the cost to the landlord.
How does this guy collect his Benefit?
