Of course, in Scotland, we have much more sense and wheel clamping, on private land has been banned for years. Scotland, although part of the United Kingdom through it's defeat by England, has a completely separate Law system.
When you are resident in Scotland and you see written on a loan or credit agreement, 'Covered under English Law,'  it means absolutely nothing in Scotland.  Should you fail to be able to pay a credit card,etc, which has been issued under English Law, the lender engages an English lawyer to act for them, as you would expect. However, an English lawyer cannot appear in a Scottish Court. So they, in turn, must engage a Scottish lawyer to act in Scotland.
This leads to enormous fees for M'learded friends and many English firms, instead, just sell the debt to collectors and claim the difference,which they have lost, against their Corporation Tax or an insurance. The collector has the same problem and must rely on silly letters and numerous phone calls. They, in turn, give up and sell the debt on, yet again, to another collector and claim the difference between the buying and the selling, against their taxes or claim an insurance.
Bailiffs cannot act in Scotland either. We have Sheriff's Officers to go out and try to seize cash and/or assets. They can only do so after a Court has decided that you really owe the debt. There are about 100 officers to cover Scotland!!
You can, even at this late hour, make an agreement to pay them in instalments. It can take years before they become involved. Even then, they are kind enough to tell you when they are coming!!!  Initially, the come into a home or premises and ludicrously price and inventory of the assets,which is called a 'pinding,'  They then let you know when they are coming back to collect the stuff.  people just move the stuff pinded into a neighbours and sat that they sold it and drank the cash!!!!  They cannot return,later and report that nothing was found to the Court.
