Many small countries, not on the World list of international movers and shakers, are, generally ignored. This makes them perfect places to hide spy bases to ferment trouble in other more secure ones. They have, in fact, more problems than bigger ones, regarding spook bases which are easily hidden in supposed aid projects. They need the aid and suffer for it too.
