Religion is an easy target to get people, within a country, to end up fighting with each other and thus destabilising it. The Government begins to look stupid and unable to handle or control the situation and other non religious people or those of other unaffected denominations begin to band together, to look for change. Then the puppets, of the very people who have caused all of the trouble, in the first place, appear, offering mediation and help in return for votes.
