Bedford council threatens householders with £1k wheelie bin fine | Mail Online

While I do agree that these big wheelie bins are a nuisance, blocking pavements, with many left in the roadway, I cannot see how people can stay off work until they are emptied and then put them away. How long are they allowed to lie there for? Binmen brought metal bins out, emptied them and put them back, many years ago. So why can't they do it now when it is far easier to do?? This would end the matter regarding them lying about the place and blowing about on windy days.
