Just how do the Baltic States, Scandanavia and Russia cope with their snow fall and still keep functioning is the call going out after the UK grinds to a halt.
Simple....economics. Winters are rarely as bad as last year and this year's have been and so to invest in an infrastructure to deal with these conditions on an annual basis would be a colossal waste of money. It is actually cheaper just to close down for a week.
