Well they should be ! The North has nuclear capability and so does America at Andersen AF Base on Guam with B 2 Stealth bombers and U 2 high flying spy planes. I would bet that U 2's are flying over N/Korea watching for any increased activity and/or build up of troops and/or tanks etc.
This info would actually give first strike advantage to S Korea as they would know where to hit to do the most damage with conventional missiles. Then to go nuclear would be disposed of by American aircraft bombers and carrier fighter/bombers. Leaving the troops to slog it out for a few years to generate some money for the war supplies industry..
