Favelas are little districts of shanty towns each ruled by a different drug gang who dispense their justice i the area. Some are allied to neighbours and others are at War with them. They are virtually no go areas for the Police as spies are posted at the entrances to them who notify police build ups and headings.
They even fire across main roads, mostly at night, at each other and if you are driving then you just have to find out who is shooting at whom along your route before setting out.
