I hung fire on this item apart from posting the "happening." All the disinformation came out and then through it all Wayne Madsen announced it came from a Chinese sub in International waters. I then realised that a similar incident took place in New York.
Basically in International waters you can do anything except piracy or sinking another ship. Anything else seems to be okay. So the Chinese appear to be saying "we can hit you anytime, anywhere in America or anywhere else for that matter." I bet quite a few radar operators and others got a rather severe slap for, obviously, falling asleep on the job.!!
