The whole thing was a "con" to allow fortunes to be made buying/selling carbon Credits.
Now banned, but it was possible in the past to start a bad/good rumour about a company and sell/buy short in the markets until the truth was known. This was just a way round it.
As Adolf Hitler said "People believe the big lie " He was right.
