Every public build project is guaranteed to go over budget,every time, because of the silly way that they are done. Roughly here is what happens........
Someone has a lightbulb moment to build a tram system. So they need the land to run it on. While they are purchasing the land the job is put out to tender.
Makers price their materials and labour on the day that they do the quote knowing full well that thy could start work ten years later !!! So they give an estimate only. Obviously, prices and labour costs will rise. So automatically the job goes over budget.
The time between estimate and starting must be cut down .
