Hazardous stuff must be transported from A to B at some time. By sea, is the safest method but not always possible and very costly going long ways round coast to coast. By air,you can't get enough in one load to make it cost effective.This leaves by land.
Having convoys of long vehicles on the roads would,possibly, need police escorts and is pretty dangerous. So by rail is the oly logical answer. The problem in Canada is not the idea of using rail,it is keeping the trains on the rails!!! In my view,there have been too many derailments, in the past few years, for them all to have been accidental!!
