Raising the VAT is a quick way for a country to gain income. A registered business can deduct incoming Vat from Sales VAT and the difference is sent to the Government. Joe sixpack ,at the end of the trail pays VAT on just about everything.
The obvious answer is for all families to register as catering firms and claim the VAT which they pay out ! If they make no sales,they get it all back !!
