When a carrier goes to sea it sits in the centre of a 30 Mile diameter circle of ships giving it horizon to horizon cover. Underneath is also covered by two or more submarines. There are destroyers, on the outer rim, to deal with incoming submarines. Then further in, there are battle ships, to defend the carrier against sea and missile attacks. Darting between all of the ships, are fast little boats, which move supplies and can attack any rubber boat attackers. Helicopters are always in the air over the carrier group. Some are gunships,some sub hunters and others search and rescue. There are always fighters in the air,day and night to patrol the perimeters of the carrier group. Within a carrier group there will be a hospital ship and fuel supply vessels.

They are prepared for missile or ship attacks, even rubber dinghy attacks. They have cover from air attacks and submarine attacks. At all times, they have satellite cover, from high overhead, which will show any missile launch from land, sea or air and much more intel.

I don't see that one lone guy, stealing plans of a ship,which has not even been built,would help any terrorist group, except for the plans to be used as collateral in exchange for intel or munitions..  Any major country like China or Russia probably already have the plans, in any case. They normally do!!
