There is nothing new about these accounts. When unemployment and other social security benefits began to be paid into banks as opposed to giro at the post office, the banks were forced to open accounts for people, whom they would not otherwise have dealt with in any way. They gave people Debit cards,so that they could withdraw their money. The Debit card was later allowed to be used to purchase goods in outlets via card machines and/or online. The seller is charged a processing fee.
