Illegal cigarette rolling tobacco is big business in the Uk. You can go into any pub and buy a pack for half normal price. Some bigtimers are not happy with that amount of profit and bring in crap Russian and eastern European tobacco to mix in with normal stuff. Some dealers even put wood shavings in packets to bulk it up!
