non tax payers will merely move their money into Luxembourg, San Marino,Monaco, or Andorra. which are all in Europe. There are plenty more zero tax countries all over the World. My favourite is the Vanuatu Atholl in the Pacific Ocean much favoured by the Russian Mafia at one time.!!!!!!!!
