The idea is a completely stupid one in any case. Most of the population of Scotland stay in the Central Belt, connecting the East and West coasts. Should prices become higher, in Scotland, people will just jump into cars and vans and go down to England, about 100 miles away, to buy booze for resale by them!! There is no need to hold a drinks license as the law states that selling 2 case of lager/beer or 1 case of spirits makes one a wholesaler,requiring no license.
Just as people on the South Coast of England pop onto a ferry and cross to France to buy booze and cigarettes, just as people in Canada cross into USA to buy cheese, just as people in Norway cross over to buy butter, having a huge price variation, in adjacent countries, is asking for people to make some cash for themselves.
Many people, in Britain, have a good cash in hand business going, by flying out on cheap weekday tickets as low as £10 just to return with their duty free allowance, every time. This they resell. Rolling tobacco is a favourite and is on sale, on every street corner, in the UK, at half normal price.! Much of it is now contained in forged rappers and has East European/Russian crap tobacco inside.
