I think the guy has a case. The Government says that you cannot smoke in a restaurant, the pub, libraries, Courts,and on and on . They agreed that passive smoking is bad. So why should a person have to share a cell 23 hours a day, 7 days a week, with a smoker, who pollutes the air and makes sheets, bedding stink of smoke ???
